Combine fresh tarragon sprigs, 6 garlic cloves, 3 shallots, and white wine
vinegar in a large jar; cover securely. Let vinegar mixture stand in
bright light 1-2 weeks.
Pour vinegar mixture into a large saucepan, and bring to a boil. Pour
mixture through a large wire-mesh strainer into a decorative jar or
bottle, discarding solids.
Cut remaining shallot into 4 pieces; alternate shallot pieces with
remaining 4 garlic cloves on a wooden skewer. Place in vinegar;
Cover and store in a cool. dark place.

Makes 3 1/2 cups
