In a small skillet cook onions in the butter until tender. Cool.
Ina blender container combine cooked onion, sour cream, salt, black and
red pepper. Cover and blend until nearly smooth. Transfer to a small
bowl. Stir in chives and cover. Chill 1 to 24 hours.
Before serving, stir in additional milk if needed; 1 teaspoon at a time to
make dipping easy.
Serve with chips or raw vegetables.
